Strangles
ANIMALS ORDINANCE 1953 ORDER UNDER SUBSECTION 36(1)
	Whereas it has been confirmed that strangles exists among horses in the National Stud Farm, Tanjung Rambutan, in the Mukim of Ulu Kinta, District of Kinta, Perak.

	Now, therefore, I, Dato' Seri DiRaja Mohamad Tajol Rosli bin Ghazali, Menteri Besar of Perak Darul Ridzuan, in exercise of the powers conferred by sub-section 36(1) of the Animals Ordinance 1953 [No. 17 of 1953], hereby declare the Mukim of Ulu Kinta, and the District of Kinta, Perak to be a strangles infected area and prohibit the movement of horses and their carcasses or the meat thereof within, into or out of the said Mukim ad District except with the written permission of the State Director of Veterinary Services Department, Perak or of such person as he may designate for the said purpose.

Anti Rabies

	Whereas, the disease of viral encaphalitis is a disease which exists in animals in the State of Perak;

	And whereas, it is desired to control and eradicate the disease of viral encaphalitis in the State of Perak;

	Now therefore, I, Tan Sri Dato' Seri (Dr.) Ramli bin Ngah Talib, Menteri Besar Negeri Perak, in exercise of the powers conferred by subsection 36(1) of the Animals Ordinance 1953, declares that the State of Perak to be a viral encaphilitis infected area, a viral encaphilitis control area and a viral encaphilitis eradication area;

	And for that purpose, prohibit - (a) the removal of any animal or carcase or any part thereof whether to or from the State of Perak or between any place in the State of Perak; (b) the slaughtering of any animal; (c) the sale or keeping of any carcase; (d) the sale, keeping or rearing of any animal, except with the written permission of the Director of Veterinary Services, the State of Perak; and further: (i) require the production of animals for examination (including the taking od blood, milk, urine or other substance from such animal), vaccination, tattooing or otherwise the marking of such animal; (ii) order the destruction of any animal which is infected or reasonably believed to be infected or suspected to be in contact with an animal infected with viral encaphilitis; (iii) order the closure or destruction of any premis or structure. 2. This order shall come into force on 22nd March 1999.

In exercise of the powers conferred by section 82 of the Animals Ordinance 1953, the Menteri Besar, Perak, makes the following rules for the management of Veterinary Centres in the State of Perak:

Citation and commencement

1.These Rules may be cited as the Veterinary Centre Rules 1995 and shall come into force on the date of its publication in the Gazette.

Admission at Veterinary Centre

2. (1) Any animal or bird may, at the discretion of the Veterinary officer, be admitted to a Veterinar Centre.

(2) Any treatment or boarding of animals in the Veterinar Centre shall be at the owner's risk.

Fees

3. (1) Fees charged for treatment, livery and other services shall be as prescribed in the Schedule.

(2) Double fees may be charged on public holidays or, outside the normal office hours.

Discretion of the Veterinary Officer or Assistant Veterinar Officer to reduce or waive fees

4.Payment of fees may be reduced or waived at the discretion of the Veterinary officer or Assistant Veterinary Officer if he is satisfied that the farmer or owner of the animal is poor and unable to pay such fees.

STATE OF PERAK DARUL RIDZUAN AVIAN SALMONELLOSIS DISEASE CONTROL
Subsection 36(1)

	Whereas the Menteri Besar of the State of Perak Darul Ridzuan has reasonable cause to believe that bird disease called Avian Salmonellosis exist amongst the birds in the State of Perak Darul Ridzuan.

No.17/1953	Now, therefore in exercise of the powers conferred by subsection 36(1) Animals Ordinance 1953, the Menteri Besar makes the following Order:

Citation and application	1. This Order may be cited as the State of Perak Darul Ridzuan Avian Salmonellosis Disease Control and Eradication Area Order, 2000 and shall apply throughout the State of Perak Darul Ridzuan.

Interpretation	2. In this Order, unless the context otherwise requires - "bird farm" means any place that is used for the rearing of birds and includes any premise or shed, food store or other building structure in the vicinity of a birdfarm; "national programme" means the national avian salmonellosis control and eradication programme as directed by the Director General of the Department of Veterinary Services for the control and eradication of the disease; "rearing of bird" means any activity carried out for the following purposes- (a) rearing of breeder; (b) operating a hatchery; (c) rearing of layer; or (d) rearing of pullet or young female layer chicken; and includes the breeding, keeping, taking care or possession of any bird in a bird farm; "specific treatment" means any treatment of any bird that is infected or reasonably suspected to be infected with the disease or in contact with any bird or other animal suspected to be infected with the disease, that is instructed or ordered by the State Director or any veterinary authority under the national programme to be carried out; and "young bird" means any bird that is less than seven (7) days old of any sex, breed or generation and includes pullet or young female layer chicken that is between sixteen (16) to twenty (20) weeks old.
Disease Control Area	3. It is hereby declared that the whole of the State of Perak Darul Ridzuan is a disease control area and shall be known as the Avian Salmonellosis Disease Control and Eradication Area.
Permission to rear bird	4.(1) Unless exempted by the State Director, any person who rear or cause to be reared any bird in a bird farm within the Avian Salmonellosis Disease Control and Eradication Area must obtain a written permission from the State Director or any veterinary authority. (2) The written permission obtained under subparagraph (1) may be revoked at any time if the State Director or any veterinary authority is satisfied that the management of the bird farm in respect of which the written permission is given is not in compliance with the national programme.
Prohibition of movement	5.(1) Any person who move or cause to be moved any young bird from any bird farm to any place within or outside the Avian Salmonellosis Disease Control and Eradication Area must obtain a written permission from the State Director or any veterinary authority. (2) Any person who move or cause to be moved any young bird from any other area within peninsular Malaysia into the Avian Salmonellosis Disease Control and Eradication Area must obtain a written permission from the State Director or any veterinary authority of the State where it originated. (3) Any person who move or cause to be moved any young bird under subparagraph (1) or (2) shall comply with all the terms and conditions as may be determined by the State Director or the veterinary authority in the written permission.
Powers of the State Director and Veterinary Authority	6.(1) The State Director or any veterinary authority may at any time - (a) carry out examination and collection in any bird farm of samples of birds or its eggs, feed, drink, blood, droppings or other items deemed necessary for purposes of testing, studying or monitoring of the diseases; (b) request the submission of any report on details of any bird farm for purposes of record and study n connection with the disease' (c) order the owner of birds from any bird farm where there is reasonable cause to believe that such birds have been infected or suspected to be in contact with any other bird or animal that is suspected to be infected with the disease - (i) to be provided with specific treatment and if the person to whom the permission to rear the birds fail to do so within 3 clear days after the notification of such order, may order the birds to be culled or disposed off in any manner he deems fit; or (ii) in any other case, to be destroyed as he deems fit; (d) order eggs from any bird farm where there is reasonable cause to believe that the birds in the bird farm have been infected with the disease, to be disposed off subject to any condition as may be determined by him; (e) order the disposal of any bird or its egg in any bird farm where the written permission has been revoked under sub paragraph (2) of paragraph 4; and (f) require the owner of any bird farm to disinfect and clean the bird farm.

Ord.17/53	In exercise of the powers conferred by Subsection 42(1) of the Animals Ordinance 1953 [Ord.17/1953], I, Dato' Seri DiRaja Mohamad Tajol bin Ghazali, Menteri Besar Perak Darul Ridzuan, makes the following Order:

Citation	1. This Order may be cited as the Anti Rabies Vaccination (Upper Perak) Order.

Submission of dogs for vaccination	2. All dogs within the District of Upper Perak shall be submitted for the anti rabies vaccination at such time and place as may be specified by the Director of Veterinary Services Department Perak Darul Ridzuan.

Citation	1. This Order may be cited Animals (Declaration of Brucellosis Control and Eradication Area) Order 2007.

Declaration of Brucellosis control and eradication area	2. The State of Perak Darul Ridzuan is declared to be Brucellosis and eradication area.

Production of livestock for vaccination	3. All livestock within the State of Perak Darul Ridzuan are required to be produced for examination and vaccination against Brucellosis at such time and place as may be specified by the Director of Veterinary Services, Perak.
