RESPONSE to the Seberang Prai Municipal Council (MPSP) spaying programme has been so encouraging that it drew over 30 pet owners to register within a week. The programme, jointly organised by the council and SPCA Seberang Prai branch, aimed to decrease the number of stray dogs and cats by educating the public to be responsible pet owners. Local Government and Traffic Committee chairman Datuk Dr Teng Hock Nan, who launched the programme at Chai Leng Park market on Sunday, said the increasing number of stray dogs and cats would cause problems to urban residents if left unchecked. “We want to control the population in a reasonable and humane way. Other than taking measures to shoot the strays, we encourage spaying the pets to reduce the number of strays,” he said. Dr Teng also said those interested in owning pets should take into consideration their homes’ surroundings. “There are cases where people keep pets in high-rise apartments, which is against the council’s by-law. |
“Pet owners must remember that they’re living in a community governed by communal and cultural constraints. They must not upset others by keeping pets illegally,” he said. SPCA Seberang Prai branch chairman Dr Roland Lim said pet owners should not abandon their unwanted cats or dogs at markets and other public places. “Last year, nearly 5,000 stray dogs were beaten to death. Although leaving the pets at the SPCA is more humane, pet owners should be more responsible and not own more pets than they can care for,” he said. Under the spaying programme, pet owners can spay their pets at a subsidized cost of RM120. The actual cost of spaying is around RM200 to RM300.
