MANAGEMENT AND SANITATION CRITERIA FOR APPROVAL OF
EXPORT STATUS ACCORDING TO SPECIES

COMMERCIAL LAYERS

 
 

1.    Farming practice and source of poultry

  • Only one type of poultry can be reared in the farm

  • No other livestock rearing is allowed in the farm

  • The source of pullets must be from a pullorum accredited free farm tested by the Department of Veterinary Services, Malaysia
                   

2.    Disposal of dead birds and manure

  • The farm must practice a systematic of disposal of dead birds

  • The farm must practise a systematic of disposal of manure and litter

3.   Egg handling facilities

  • Egg grading room
    (i)     The egg grading room should be cool well ventilated, clean and hygienic
    (ii)    Egg grading facilities should be clean
    (iii)   The working conditions in the egg grading room should be comfortable under normal attire

  • Egg storage room
    (i)    should be cool, clean and hygienic and separated from the egg grading room

4.    Vehicle diinfection

The entrance/exit to the farm shall be equipped with a covered wheel dip and sprayers

5.    Perimeter fencing

The farm and poultry production unit should be completely fenced in with chain-link or other equivalent suitable material

6.    Footbath

Each poultry house shall be provided with a permanent disinfection footbath

B.    Complementary criteria

1.    Personnel/Visitor/Staff Biosecurity

  • All personnel, visitors and staff shall be provided with apparels and boots

  • The entrance of the farm shall be provided with a changing room equipped with shower and/or sprayers

2.    Segregation of poultry houses

The width between poultry houses is recommended to be at least 30 feet apart

3.   Waste management

The farm should practice a good waste management program to ensure no perceptible odour and fly problems

4.    General cleanliness

  • The farm compound, feedmill, stores for drugs and feed should be clean and well kept

  • The farm shall provide adequate and suitable located bathroom and toilet facilities for staff/personnel and visitors

5.    Records

  • The farm shall possess a farm layout showing the position of poultry houses and farm structures

  • The farm shall maintain an up to date record of vaccination practices and programmes, records of medication (feed, parental, oral) at all times.

COMMERCIAL BROILERS

 
 

Proposed Criteria For Approval of New Application And Reinstatement of Export Status For Broiler Poultry Farm

 

1. Farm Location

1.1 For open house, the farm shall at least 1000 meter from the perimeter fence of the adjacent poultry farms
1.2 For close house, the farm shall at least 100 meter from perimeter fence of the adjacent poultry farms.  The farm should not in direct access of air from the adjacent farm.  Buffer mechanism should exist between them.
1.3 The shed shall at least 50 meter from public road or from farm road commonly use by vehicles transporting chickens or eggs of other farms
2. Farming Practice
2.1 Only one type of poultry can be reared in the farm
2.2 No other livestock rearing is allowed in the farm
2.3 The farm shall practice an all-in-all-out system on house basis.  The difference between the ages of birds in the farm should not exceed two weeks of ages.  There should be no new chicks coming into the farm prior spelling of the last bird from the farm.
2.4 There should be a minimum of two week for disinfection of poultry house between production cycles
3. Source of Birds
3.1 The chicks must come from breeder farm accredited by Department of Veterinary Services Malaysia
4. Farm Biosecurity
4.1 Disinfection Facilities
4.1.1 The entrance to the production area shall be equipped with effective and well maintain covered-wheel dip and sprayer
4.1.2 Footdip shall be provided at the entrance to each house
4.1.3 Footdip should be provided at the entrance to the production area
4.2 Fence
4.2.1 The entire farm perimeter shall be fenced in with chain-link or other equivalent material and well maintain
4.2.2 The production area shall be clearly separated from administrative and other non-production area.  The production area should be fenced with chain-link or other equivalent material to separate from non-production area and other farm premises
4.3 Access into the Farm
4.3.1 Only one access for vehicles into the production area shall be used.  The access shall at all time closed
4.3.2 Only one access for personnel into the production area shall be used.  The access shall all time be closed
4.3.3 Vehicles other than for farm use shall not be in the production area
4.3.4 The farm lay-out should be in a manner that visitors and outside vehicles except for catching birds and collection of manure should not have direct access to the production area
4.4 Segregation of Poultry Houses
4.4.1 The distance between poultry houses is to be at least 9 meter apart
4.5 Control of Wild Birds and Rodents
4.5.1 The farm must has effective program to control wild animals especially wild bird and rodents
4.5.2 Poultry houses should be effectively bird-proofed
5 Health Programme
5.1 The farm shall have disease monitoring and control programme particularly on Salmonellosis, Vancomycin- resistant - enterococcus, E.Coli 0157, Listeria Monocytogenes, Campylobacter and Highly Pathogenic Avian Influenza.  Monitoring programme should follow protocol agreed by Department of Veterinary Services Malaysia.  An up-to-date record on disease status should be well kept
5.2 Health management should be under supervision by veterinarian approved by Department of Veterinary Services Malaysia
5.3 There should be no hospital pens.  Sick and moribund birds should be culled

6 Farm Hygiene
6.1 The farm must practice a systematic disposal of dead birds
6.2 The farm must practice a systematic disposal of manure
6.3 The farm must practice a systematic disposal of litter, rubbish and other farm waste
6.4 The farm compound should be clean and well kept
6.5 The farm premises (ie office, stores, toilet), facilities and equipments must in good hygiene
6.6 The farm should has proper drainage system
7 Adoption of Good Husbandary Practice
7.1 The farm shall provide and adopt Good Animal Husbandary Protocol agreed  by Department of Veterinary Services Malaysia
8 Farm Records
8.1 The farm shall provide a farm lay-out showing the position of farm houses and other farm structures
8.2 The farm shall maintain a complete and up-to-date records on farm management and health programme (ie vaccination, medication, stock population, source of birds, mortality, culling , feed use)
8.3 The farm shall provide lists of drugs, chemicals and vaccines used

Standard for farm evaluation and grading sytem for farms applying to wxport pigs to Singapore - based on letter from Primary Industry Department, Singapore (Ref.CVC 100801, dated 20th January 1986

1.    Scoring and grading of farms

(i)    The overall grading of a farm shall be based on the location and the standard of sanitation and disease control measures enforced in the farm

(ii)    Each farm is graded twice, using alphabets A,B,C or D

  • One grading is that for the farm's location in reference to cloven-hoof animal density and the density of pig population within a 5km radius.

  • The second grading denotes the standard of farm sanitation and disease control measures enforced

(iii)    Thus a farm may score "BC" and it is "composite grade"- meaning it scores "B" for location, and "C" for farm sanitation and disease control measures

(iv)    The final "overall grade" would be the lower of the two grades in the "composite grade" . For example:-

  • A farm of composite grade "AC" is finally graded as "C" for the overall grade

  • A farm of composite grade "CB" is grade "C" in the final overall grade

  • A farm of composite grade "AD" is finally graded as "D"

NOTE : The final "overall grade" is the decisive grading for the export status.

2.    Export status of the various grades (overall grades) of the farms

A May export as long as farm is free from Foot-and-mouth disease (FMD)
B May export if its own state (in which that farm is) is free from FMD for past six(6) months
C May export if its own state and adjoining states are free from FMD for past six(6) months
D May export only if the country (Peninsular Malaysia) is free from FMD for past six(6) months

3. Criteria for classification and scoring - prepared according to information provided by Primary Production Department (Singapore)

(i)    Location of farm (Isolation)

To indicate the population density of cloven-hoof animals and swine within the 5km radius of the farm
